Meeting Minutes - April 24, 2024


Social – Cash Bar (6:30pm)

 

Call to Order (7:00pm)

 

Old Business:

 

  1. Approve meeting minutes from January 31, 2024 – approved.

    Blake introduced Rosemary and Deb, thanking them for coming to the meeting.

    If you’d like a sign to display in your yard, please contact Deb Favaron at dfavaron@vbgov.com

 

  1. Winston Salem Project update (street expansion and improvements) – project was approved. Start date is scheduled for July.

 

  1. Proposed development of Winston Salem Avenue by Whit Sessoms – Blake clarified that this project to fill in the wetlands and build housing/commercial development in the area is NOT the same as the improvements project.

 

  1. Neighborhood entrance signs – working with Rosemary and Barclay Condos to secure a location. The sign on Winston Salem Ave will be on hold indefinitely until after the road project is complete.

 

  1. New Civic League signs and tent – signs up are, tent is in production.

 

  1. By-laws update – will be addressed during future meetings, on hold for now.

 

  1. 100-Year Centennial Shirts – presale is open until April 28th at 8pm. Shirt orders will potentially be available this one time due to a minimum order of 24 per order.

 

New Business:

 

  1. Membership Update – 226 members prior to the meeting.

 

  1. Treasurer's Report – $13,654 currently in the bank account.

 

  1. Putting the Shadow Back in Shadowlawn

    • Thank you to Annette Hilliard for the idea to plant trees in and around our neighborhood

    • 50 trees were purchased with civic league money.

    • 18 out of 50 trees were reserved, the remainder are available for pick-up now.

    • We may order Loblolly Pines in the fall.

 

  1. Shadowlawn Days of Caring

    • We would like to do 3 of these events this year to do yard work or other tasks for a family or individual in need.

    • Please nominate and individual of family for this project.


  2. Military Welcome Home Committee

    • We will display American flags along the road from the neighborhood entrance to the family’s home on the day of their arrival.

    • Email us if you know someone coming home from deployment (3+ months or longer).

    • There were a number of volunteers who signed up for this committee at our January meeting but if you are interested, please reach out to us via email at ShadowlawnCL@gmail.com

 

  1. Upcoming Events

Yard Sale (May 4th from 8-12)

  • Civic League will handle advertising

  • DaBiscuit (located at 801 High Point)

  • Leftover items for donation can be dropped off at 800 Carolina Ave. Thanks to College Hunks Hauling Junk and Daniel Parish for sponsoring our Donation Drop Off site.

  • We paired up with Croatan’s neighborhood yard sale to generate more traffic

  • Register on our website on the Events page. (13 homes currently registered)

 

Spring Fling (May 22nd from 6-9pm at Big Sam’s)

  • Live music (Brandon Bower is booked), free food, raffle, and drink specials

  • Seeking business donations for raffle prizes

  • This is a members-only event

  • Bring an unopened box of snacks for Adopt-a-Muster

  • Please wear your 100 Year shirt to this event.

 

Adopt-A-Muster (May 25th)

  • Provide dinner/snacks to over 100 officers of the 2nd precinct

  • SCL will reach out to restaurants in the 2nd precinct for food donations

  • Shadowlawn residents to provide snacks

  • Volunteers needed for food pick-up and delivery

 

Shadowlawn Surf Club (Every Wednesday, June 26th - Aug 21st)

  • Free pizza June 26th

  • Huge shout out to VB Surf Sessions for providing surf instructors and boards to kids

  • You don’t have to surf to attend! Lots of neighbors come down to spend time with friends on the beach.

  • If you know anyone who can do logo design, let us know! We need a Surf Club logo!

 

  1. Website

    • Electronic dues payment will always be “current” as they auto-renew every year. Cash and check payments must be made annually at the beginning of the year and members who pay later in the year will be asked to pay again at the beginning of the next year.

8.     Community Reminders/Updates

  • Freebee currently not funded

  • Audacy Music Festival this weekend (24th Street – 31st Street)

  • Light the Night in remembrance of the 200+ firefighters lost this past year (May 1st – 4th)

 

  1. Winston Salem Avenue Q&A

 

Emily Archer, Project Development Administrator

  • The project will include on-street parking for 27 spaces, underground utilities, pedestrian lights on the south and new lighting on the north.

  • Sign up for construction communication updates via email, delivered 1-2x/week. Use the QR code on the handout, find the link on the website, or send an email to WinstonSalem@vb.gov for more information.

  • Currently working on the 19th Street project.

 

Dennis Ozowara, Project Manager for Public Works

  • Currently working on the 19th Street project.

  • Each phase of the Winston Salem project is roughly 4 months.

  • Total project time is estimated at 2 years as planned.

  • First year is primarily running wires, sewage drains, etc.

  • The Winston Salem project will start in the Summer and will begin in front of Rockafellers and Rudees.

  • They will provide additional signage for the businesses to indicate that they’re still open.

  • They will also add signage and information to non-residents to get through the neighborhood.

  • Street parking will not be available during designated road closures.

  • Private traffic including residents who live on the closed block will be allowed access to their homes.

  • Once the project starts, you can’t really stop it unless there are factors that stop it beyond the project manager’s ability.

  • City Council approved the contract on March 19th. It will take approximately 2.5 months for the project to start.

  • Project managers are working on sending notice to business owners. Business owners stated that they are in support of the project but feel their 30-day notice was not sufficient. Project manager stated that from the date that the project was approved, the timeline started.

  • In between phases, they will likely use stone rather than full asphalt to cover the surface.

  • They are mandated to provide a driveable space so we can still access businesses, get to the marina, etc.

  • Blake asked if we could get Acme (current owner of Water Table building) to agree to a walking path through the end of their parking lot, would the city mark a pedestrian path. Dennis said that yes, the city would do this.

  • Dennis stated that any business owners with concerns should reach out to him directly.

  • Detour plan has signage from Pacific to Norfolk Ave.
